But even if they'd succeeded, without an automated system in place to pass the message on to villagers via loudspeakers on beaches or mobile phone text messages, the evacuation of significant numbers of people would have been unlikely." how can you rely on TEXT MESSAGES to evacuate? it's a beach resort, who brings their cell phone to the beach? hrm, ok, wait, this past weekend, several of us did, but i think i was the only one who pulled it out because i was taking pics and uploading them, so *i* might've seen the text alert but how would they know to send it to me since i don't live in the area nor do i have a local number. and i didn't even have it out much so even if i *did* get an alert, i probably would've never noticed it. not to mention, i used to test SMS and was told that SMS has a 70% success rate, which is far too low for emergency alerts to be effective. there should be loudspeakers all over the place. malaysia can do it, i don't see why we can't figure something out. |
